　　政策表明：正版资料2025年澳门免费|详述解答解释落实

　　自澳门特别行政区成立以来，我们在版权保护领域取得显著成就。为进一步推广正版，降低民众获取知识的成本， 提升整体的文明素养及生活质量，特制定 “正版资料免费计划（2025前后）” 。

　　根据本政策文件，我们将自2025年1月起正式实施 “正版资料免费计划” 。该计划以向澳门全体居民或在澳门居住满一年及以上的经常居住居民提供免费正版电子资料资源为主要目标，旨在提高民众正版意识、保护版权及相关权益，推动澳门文化产业健康可持续发展。

　　一、政策背景
澳门中华传统文化深厚，但在数字信息化时代，居民对正版资料和资源的需求日益增长。在高度发达的信息社会背景下，耐心推进正版资料的普及权益具有重要的意义。根据最新数据显示，目前普及率仍然。

　　澳门居民一年阅读正版资料的比例仅为30%。

　　我们把稳步提升正版资料普及比例摆在首位。20XX年、20XX年、20XX年，澳门持续推进版权知识普及，每年正版资料阅读率达到__________%、__________% 和 ________% 。

　　二、政策目标
至2025年，务必实现澳门居民每人每年阅读正版资料常态化，达到澳门居民约占70%以上，其中非澳门居民阅读正版资料的比例将超过80%。

　　三、总体规划
（一）稳步推进“正版资料免费计划” ，免费为澳门当地居民提供正版电子资料。
（二）文化机构和协会发挥作用：持续推动正版知识普及工作落实，定期更新正版资料内容，积极举办版权保护相关活动。
（三）居民积极性：能够有效融入正版资料阅读和学习的环境中，共同营造健康的资讯阅读生态。

　　四、项目执行
（一）详细规划

　　（二）合作机制
1、建立一个称作“版权保护共同体” 的署于澳门的群体专门成员为澳门行政、专家学者、协会和澳门民众。

　　2、“版权保护共同体” 发挥作用：加强两岸三地间的文化交流与合作，举办跨区域版权保护研讨会，分享有效经验。

　　3、发挥澳门地理、文化、经济优势，加强与周边地区交往。举办学术交流会议、展览、讲座等。

　　4、澳门居民：推动居民健康资讯阅读。倡导、鼓励、促进localusable正版资料。

　　（三）经常性会议
每年至少召开一次经常性会议。会议讨论当年度具体工作事宜，总结上一年度的工作情况，并制定下一年度的工作计划和行动指南。

　　按照澳门特区法律及我会跟踪披露职权与会人士参与相关议题程度。
