　　鉴于澳门特别行政区马会的长久发展，以及其对地方经济社会贡献的重要性，特制发有关马会传真系列政策，旨在加强决策支持与资源配置的精准性，提升政府的行政效率。

　　Given the long-term development of the Macao Horse Racing Club and its significant contribution to the social and economic progress of the region, a series of policy documents concerning Macao Horse Racing Club faxes have been issued with the intention of enhancing the precision of decision-making support and resource allocation to improve the administrative efficiency of the government.

　　(二)政策目的
(B) Policy Purpose

　　本政策文件的主要目的是解读与解释有关马会传真的政策决策内容，明确政策执行的方式、步骤和要求，以及强化执行机构的责任与义务，确保政策决策的落实成效。

　　The primary goal of this policy document is to interpret and explain the policy decisions related to horse racing club faxes, to delineate the methods, steps, and requirements for policy implementation, as well as to reinforce the responsibilities and obligations of executing agencies to ensure the effectiveness of policy implementation.

　　(三)政策对象

　　政策的主要对象为澳门特别行政区马会、政策研究中心及相关行业主管机构。

　　The primary targets of the policy are the Macao Horse Racing Club, the Macao Policy Research and Resource Center, and relevant industry regulatory bodies.

　　在政策实施过程中，马会相关政策须与澳门特别行政区的整体政策导向及公共服务目标保持一致，通过以下措施保障政策的效果。

　　In the implementation process of the policy, the policies related to horse racing clubs must be consistent with the overall policy orientation and public service objectives of the Macao Special Administrative Region. The following measures are taken to ensure the effectiveness of the policy.

　　(一)政策实施安排
(A) Policy Implementation Arrangement

　　根据决策资料实际情况，秘书处将协调马会以及各执行机构制定具体实施计划，并按照规定时间节点推进。

　　Based on the actual situation of policy decision-making resources, the General Secretariat will coordinate with the club and all executing agencies to formulate specific implementation plans and promote them according to the stipulated timelines.

　　(二)政策执行监管
(B) Policy Implementation Supervision

　　政策研究中心将负责对相关政策执行进行监督，包括但不限于政策的发布、执行和反馈全过程，以确保政策得到有效落实。

　　The Macao Policy Research and Resource Center will be responsible for supervising the execution of relevant policies, including but not limited to the release, execution, and feedback of the policies throughout the entire process to ensure they are effectively implemented.

　　(三)政策反馈调整
(C) Policy Feedback Adjustment

　　政策实施中如出现政策效果与预期不符的情况，需及时反馈给政策研究中心进行分析，并依据评估结果进行政策调整。

　　If the actual policy effect is inconsistent with expectations during policy implementation, it is necessary to promptly feed back to the Macao Policy Research and Resource Center for analysis and adjust the policy based on the evaluation results.
